§ 3-26. Animal license required annually.
(a)
It shall be unlawful for any person to own, keep, or harbor any dog or cat within the city unless a current license has been issued for such dog or cat.
(b)
All dogs and cats four (4) months of age or older shall be licensed annually. The animal license for each dog or cat shall be renewed annually on or before the date the original license was issued.
(c)
There is hereby levied upon each domestic pet dog or cat more than four (4) months of age which is kept, harbored, or maintained by the owner in the city, an annual license fee as established in the city's fee schedule. Said fee shall be paid at the time the dog or cat is registered.
(d)
Exceptions.
(1)
Fees under this section shall not be required for dogs trained to assist the auditory, assisted living, or visually impaired person and government police dogs.
(2)
Licenses under this section shall not be required for veterinary hospitals/clinics, circuses, or organizations sponsoring and all persons participating in dog and cat exhibitions.
(3)
Ear tipping shall be allowed instead of license tag for cats in managed feral cat colonies.
